Alert Channels

Delivery destinations for firing alerts and incidents. Secrets are encrypted at rest and shown redacted. Per-channel throttling stops a flapping alert from spamming a destination. The two feeds are independent: login alerts messages the channel every time the viewer account signs in, incidents carries the firing alert/incident feed. Turn incidents off for a login-only channel.
